Geo-Capacity Building in Europe

Abstract:
Geo business is booming in Europe. Projects like GeoSkills Plus have shown that in many countries, demand for a geospatial workforce is not being met by supply. Central administration (the European Commission and Ministries of Education) seem largely unaware of the problems being faced by the industry. I suggest that more radical change in education is necessary, integrating Geo-ICT in different education sectors. In order to achieve this, connecting all stakeholders will be essential. This webinar reports on initiatives to support and enhance geospatial education in Europe and specifically those undertaken with the European Association of Geographers. It suggests the importance of 'hidden work' developing a strong lobby for geospatial education for all and sets out goals and new projects to redress the situation.

Karl Donert is a consultant and education specialist. He is Director of the European Centre of Excellence, digital-earth.eu, based at Salzburg University, Austria and Director of Innovative Learning Network.  He is President of EUROGEO (the European Association of  Geographers), a UK National Teaching Fellow. He is Adjunct Professor at the University of Salzburg and was coordinator of the HERODOT Network for Geography in higher education.

He is Vice President of the Democracy, Social Cohesion and Global Challenges group at the Council of Europe, an expert to the European Commission in Brussels, an elected member of Academea Europea.

He researches and publishes widely on many aspects of geographical education, citizenship, the use of geo-media and new technologies and on the state of Geography in Europe.


Ethics in GIS Education and Professional Practice

Abstract:
Awareness of ethical pitfalls, and the ability to apply moral reasoning skills when confronted with ethical challenges, is part of what it means to be a geospatial professional. It should also be part of what students learn about GIS and GIScience. During his presentation, DiBiase plans to:
  • describe the National Science Foundation (NSF)-sponsored GIS Professional Ethics Project, and the collection of ethical case studies the project has produced, and
  • explain how the case method has been applied in a mandatory ethics workshop for students in Penn State University's online masters degree in GIS.
Beyond the case studies, he plans on discussing ethical challenges that students have cited, sharing assessments of the workshop’s effectiveness, and discussing how ethics cases - along with GIS Code of Ethics and other resources related to geospatial ethics, law and policy - might be deployed in work settings for continuing professional development.

David DiBiase, Director of Education, leads Esri's education outreach program. He also teaches professional ethics part-time for Penn State University, where he founded its online certificate and master’s degree programs in GIS. David was principal investigator of the NSF-sponsored GIS Professional Ethics project, and is a former President of the GIS Certification Institute. He was lead editor of the first editions of the Geographic Information Science and Technology Body of Knowledge and the U.S. Department of Labor's Geospatial Technology Competency Model. David currently serves as a National Councillor of the American Association of Geographers. Beyond work, his pastimes include hiking, running, cycling, good wine, and classic jazz music - not necessarily in that order.
